Chamber Awards Honor 'Superstars' of Arlington Hospitality Industry

Crepe Expectations

Erik Wemple Leaves Washington City Paper, Joins Allbritton Communciatons

Washington City Paper Editor Erik Wemple is leaving the alternative weekly to edit the yet-to-be-named local news site created by Arlington-based Allbritton Communications and headed by former Washingtonpost.com Executive Editor Jim Brady. He will make the move mid-March.

Wemple has a long history at the City Paper, but this was a chance for reinvention the veteran editor couldn’t let go. “Obviously, it’s an enormous opportunity,” Wemple said. “They’re investing lots and lots of resources in local journalism.”

The new site will have a Rosslyn-based staff of roughly 50 people, with the reporters numbering in the teens. Allbritton Communications is the parent company of Politico, WJLA and NewsChannel 8.

JBG Closes on $576M Fund to Buy New Area Properties

The JBG Cos. closed on a $576 million investment fund that it will use to buy new properties in the Washington area, the Chevy Chase-based real estate company announced Wednesday.

It plans to use the money to buy stable, income-producing properties and land in urban settings.

This is JBG’s seventh such fund and will go toward a mix of office, multi-family, retail and hotel projects.

JBG is known for its high-end holdings in major submarkets such as D.C.’s Central Business District, the Rosslyn-Ballston Corridor, Alexandria, Rockville and Reston.

We bet you had no idea that Dr. Phil was working at Deloitte. (They get everybody.) Actually, this is Dr. Wade Horn, former Asst. Sec. at HHS, now director of Deloitte’s State Government sector, focusing on issues related to Health and Human Services. Wade tells us he’s seeing a big push for enterprise services such as web portals where citizens can apply for a variety of HHS services. Wade grew up in New Jersey and was a professor at Michigan State when he followed his wife, who got a new job, to DC.

Arlington to Close Visitor's Center, Revamp Tourism Efforts

One of the main thrusts of the plan is a new Mobile Visitors Center. An environmentally friendly, electric-powered vehicle will include displays, laptops with wireless access and other information, and will be deployed around the various high-traffic areas in the county, and at special events as well. Construction costs for the vehicle total less than $50,000, and the county already has budget approval for the venture, Cassell said. The county hopes to get the mobile center on the streets by spring, in time for the annual Taste of Arlington event.

Arlington also is in discussions with Metro to install additional visitor kiosks in such stations as Arlington Cemetery, Ballston, Clarendon and National Airport, though nothing is finalized. One such display already exists in Rosslyn at the intersection of N. 19th St. and N Lynn St. The county also plans to staff a small, stationary kiosk building near the Crystal City Metro station.

This marks the second major announcement in as many months for Monday Properties; in December the firm announced an almost 300,000 SF deal with the GSA.

Metro Gives Preliminary Approval to New Rosslyn Station Entrance

Metro’s finance committee gave preliminary approval today to the construction of a new entrance to the Rosslyn Metro station. The new entrance will sit adjacent to The JBG Companies’ planned Central Place development and include three snazzy new high-speed elevators and an underground mezzanine.

The project was spurred by a projected increase in riders caused by JBG’s Central Place, a planned mixed-use development that will bring a mix of office, retail and residential space between North Moore Street and North Lynn Street.

A Reporter Faces the Naked Truth About Full-Body Airport Scanners

Circulator to Extend to Virginia

D.C. Council gave preliminary approval this week to a measure creating a new route for the Circulator, those red-and-gray buses that run through downtown D.C. The route would go from Dupont Circle to the Rosslyn Metro Station in Arlington.

That didn't sit well with Council Member Kwame Brown (D-At Large). He wants the Circulator to service D.C. neighborhoods east of the Anacostia River before it goes into Virginia.

John Lisle, a spokesman with the District's Department of Transportation, said that's a possibility.

"It's good to see that people are interested in the Circulator and that there is a lot of discussion about wanting to see it in new parts of the city," Lisle said. "Obviously we have to be careful about how we expand, and weigh the costs and the benefits."

Synetic, Signature Pick Up Helen Hayes Nominations

Synetic Theater picked up 13 nominations - including the first ever for its family-theater fare - and Signature Theatre nabbed eight in the 2010 Helen Hayes Awards competition, announced Jan. 25.

The two theater companies will vie against other professional theaters across the D.C. area in the regional counterpart to Broadway’s Tony Awards. The Helen Hayes statuettes will be handed out April 5 in Washington.

Board OKs 'Artisphere' as Name of Cultural Center

County Board members on Jan. 26 unanimously approved "Artisphere" as the name of the county government's new cultural center in Rosslyn, but not without some grumbling about the final selection and the way a public vote was conducted.

"It is the people's choice," County Board Chairman Jay Fisette said of the new name, which beat out "Orb" and "Artopolis" in a public process that attracted about 1,400 votes, most of them on the Internet.

County Board OKs Funding for Cultural Center Interior Spaces

The county government’s future cultural center in Rosslyn now has a moniker - “Artisphere” - and also has the funding for construction the facility’s interior space.

County Board members on Jan. 26 are expected to formally apply the new name to the 54,000-square-foot facility, set to open in October in the former Newseum space on Wilson Boulevard. The decision had been placed on the board’s “consent agenda” during its Jan. 23 meeting, but was pulled off for public discussion.

Workshops Culminate in Children's Theater Festival

One might say that part of Nucky Walder’s job is to be in touch with her "inner" child. Walder who describes her position as a producer and "whatever" with Teatro de La Luna is playing with puppets as she prepares for the upcoming children’s bilingual theater festival at the Rosslyn Spectrum Theater.
"The arts open so many windows into a child’s imagination," said Walder.
For more than 14 years Walder and a team of dedicated staff and volunteers have created bilingual (Spanish/English) theater experiences for children in Northern Virginia. The bilingual festival has all kinds of activities to keep children engaged and entertained: coloring, reading, story telling, singing and dancing. Walder notes that it is also an opportunity for the children in Las Lunitas (Little Moons) to perform the play they have been working on at the Saturday theater workshops. "The play they are performing will have an environmental message — we have to take care of Mother Earth."

Last night at Bourbon Steak, we snapped Studley’s Angela Cordovez, Todd Valentine, Neil Levy, and Mett Miller, Grubb & Ellis’ Kurt Stout, DLA Piper’s Kim Pagotto and Jeff Keitelman, Studley’s David Lipson, and Monday Properties’ Tim Helmig as the group celebrated their combined efforts to close 293k SF of DoD renewals at five Monday buildings in Rosslyn last month. Grubb & Ellis repped Monday, Studley the DoD. Tim is ditching the wimpy inch of snow we got this morning for a weekend of heli-skiing in British Columbia with 2-feet of fresh powder. This may look like enough people to stage a “Last Supper,” but we think 2010 holds many more celebrations (aka more excuses for open bar).

Rents Signal Rise of D.C., Fall of N.Y.

Landlords in Washington, by contrast, say strong demand means they can raise rents in the most sought-after buildings. Monday Properties, which controls about a third of the office space in the Washington suburb of Rosslyn, Va., has raised rents between 3% and 4% at 1000 and 1100 Wilson Blvd., two 31-story towers on the Potomac River. The vacancy rate in Rosslyn, which is about two miles from the Pentagon, has fallen slightly to under 6%, said Tim Helmig, head of Monday's Washington office.

Much of the demand comes from an expanding federal government and contractors and companies that need close access to the government. Of the 16 largest leasing transactions in Washington last year, 10 were by government agencies, according to tenant-brokerage firm Studley. In the fourth quarter of 2009 alone, the Department of Agriculture leased 330,000 square feet in southwest Washington, and the General Services Administration, which handles leases for government agencies, added 1.4 million square feet of new leased office space last year, bringing its total in Washington to 8.4 million.

Jurisdictions Vie For Northup Grumman

Northrop’s office in Monday Properties’ 1000 Wilson Blvd. houses its government relations arm with more than 400 employees in 140,330 square feet, according to research company CoStar Group Inc. and Arlington County. That lease expires in December 2012.

The contracting giant also has 10,627 square feet in the Art Associates Building at 1501 Wilson Blvd. and 2,570 square feet in Crystal City in Crystal Gateway North.

Terry Holzheimer, director of Arlington economic development, said the county has enlisted the help of Gov. Tim Kaine and Gov.-elect Bob McDonnell in negotiating with Northrop, an unusual move for the county.

“Part of what Arlington has tried to do is make sure we have a strong presence of each defense-related company,” he said. “We already have the East Coast operations of Northrop, Boeing and EADS. Lockheed Martin just did a deal in Crystal City. Defense and the homeland security industry is our bread and butter.”

Sources familiar with Northrop’s negotiations said Monday Properties has told the company it can make room for the new employees in 1000 Wilson Blvd., a property that towers over the Potomac River and is visible from D.C.

Monday Properties declined to comment.

Northrop is already the state's largest private employer, with 8,000 engineers and programmers in Reston and Herndon and 17,000 workers at the giant Newport News shipyard. And the company's logo already sits atop a prime office tower in Rosslyn, where Northrop occupies five floors for its lobbyists and contract officers, who can simply look out the windows to keep tabs on their customers on Capitol Hill and in the Pentagon.

What could lure us out onto the roof of the Belvedere in Rosslyn with rapidly dropping temperatures? The panoramic view of DC didn’t hurt but it was our front row seat to neighboring construction on JBG’s 1510 Clarendon Boulevard led by construction manager Neil Belcher. We snapped JBG’s James Nozar, Matt Blocher, Bryan Moll, and Kai Reynolds braving the 18-story ledge to point out their plans for a 474-unit apartment community on Clarendon Boulevard designed by Architects Collaborative and Collins & Kronstadt.

 

Two multi-family buildings, 25 luxury townhouses, and 12k SF of retail will replace eight garden-style apartment complexes that previously filled the block. Still in the demolition phase, the group hopes to start construction in mid-to-late 2010, with both towers complete two years from start of construction. Tower One will have 271 units for rent—55 of which will be dedicated affordable housing. The second tower will feature 203 modern units, delivering as rental or condominium residences depending on market conditions, along with street-level retail. With smaller, more efficient residences that include floor to ceiling glass, JBG hopes to focus on adding unique amenities and attractive retail to this section of the R/B Corridor. Both buildings include a rooftop pool, lounge, and fitness club along with a shared below-grade parking garage.

Northrop Grumman Moves HQ to DC

According to a statement by CEO Wes Bush, Northrop is moving for its customer base, which is very large here. Indeed, it is one of the largest employers in the region. Divisions here include its corporate governance operations, at Monday Properties' 1000 Wilson Blvd. in Rosslyn; Northrop Grumman Information Technology at 7575 Colshire Dr. in McLean, VA; Mission Systems at 12011 Sunset Hills Rd. in Reston, VA; and Electronic Systems at 1580-A West Nursery Rd., outside of Baltimore. Northrop Will Relocate HQ to Washington Area

Arlington County said Northrop's current offices make it an attractive choice. The company is the name tenant in one of the region's highest-profile buildings, the former USA Today towers on Wilson Boulevard in Rosslyn. Its government relations and other corporate functions are housed there.

"It's pretty obvious that they will have to look at Arlington as a potential location,” said Karen Vasquez, spokeswoman for the county's economic development department. “They currently have offices on Wilson Boulevard. It's one of their largest, if not the largest, office of theirs in the D.C. region. With so many people and so much square footage already here, it would definitely be a location they'd be looking at. We are, of course, interested in having them. Here they have the ability to even consolidate their existing locations with headquarters."

Winds of Change Blowing Through D.C.

The Washington Post reports that Deloitte, which has a new headquarters in the old (current?) Corporative Executive Board in Rosslyn, has issued a quarterly survey of U.S. employers. Their findings are upbeat. A huge boom in federal hiring is predicted for the New Year. Deloitte also says that the timing may be right to leave your job, if you've got one. Better still, more than one-fourth of surveyed employers plan to increase pay this year, and employers are discussing bonuses -- signing bonuses, referral bonuses, performance bonuses -- without sneering in sarcasm.

The Harlem Globetrotters Take to the Capital Courts

In early December, I sat down with Harlem Globetrotter “Buckets” Blakes over some tacos and salsa—the spicy garnish as well as the flavorful tunes playing overhead at Rosslyn’s Baja Fresh. A warm soul with a wide smile, Blakes arrived all suited up and with his basketball perched nonchalantly on his hip. When the behind-the-counter Baja employee jokingly extended his hands for a pass, Buckets playfully tossed the ball his way, afterward posing for a photo with the ecstatic fan.

2009 Wish List For Transit Revisited

Silver Line: During the last days of the Bush Administration, the FTA approved its $900 million contribution to the Silver Line. Current USDOT Secretary Ray LaHood signed the formal agreement to disburse the monies in March 2009.

A major goal of the Silver Line is to provide a mulligan on Tysons Corner, recreating it into a string of human-scale walkable urban neighborhoods similar to the Rosslyn-Ballston Corridor. While the Fairfax County task force's recommendations are very promising, the county planning board's recommendations include some misguided concepts like further widening VA-7. One can hope that they avoid such pitfalls and follow the wildly successful example of the Rosslyn-Ballson Corridor in neighboring Arlington County.

Turnberry Opening

Business and community leaders gathered Dec. 2 to mark the official opening of Rosslyn’s newest luxury address, Turnberry Tower. The breakfast reception was held 26 stories above Northern Virginia and the D.C. landscape in the building’s Tower Suite. Beware Unsafe Holiday Lights

This year, people may be more likely than usual to fall for substandard lights. Counterfeit products are typically priced lower, making them attractive to shoppers looking to save a buck.

"We've seen people try to cut back wherever they can and skimp on things like an extension cord or Christmas lights," says Brett Brenner, president of Electrical Safety Foundation International, a nonprofit industry group in Rosslyn, Va., that aims to reduce electrical injuries and fatalities. "That puts their homes in major risk, if not themselves."

Safety experts recommend buying lights at large retailers, rather than at flea markets or small discount and strip-mall stores, which they say are more likely to carry counterfeit lights without knowing it. Consumers also should look for the manufacturer's name and the logo of an independent safety-testing laboratory on product labels.

Borrower Sees Hints of Firmer Loan Market

After considering several options, the partnership now expects to be able to achieve its preference: a 10-year, fixed-rate loan from one lender on the entire 1.1 million-square-foot portfolio of office properties in the Rosslyn section of Arlington, Va. However, with the market firming up and the existing loans not scheduled to mature until the middle of next year, the partnership is not in a rush to finalize terms. It is hoping that conditions will improve further over the next few months.

To be sure, the Monday team is in a better position than many other borrowers seeking to refinance. Brookshire declined to specify what the loan-to-value ratio would be for a $239 million loan, but it would clearly be within a range acceptable to many lenders under the stricter standards now prevailing. By contrast, many borrowers that bought properties when the market was peaking are unable to refinance the full amount because of the plunge in property values.

The Monday portfolio is 97% occupied. The U.S. General Services Administration just renewed leases on about 300,000 sf, or 28% of the portfolio, for five years. Some of the new leases don't kick in until current leases expire in 2013.

The six properties, which include ground-floor retail space, are 1200 Wilson Boulevard (146,000 sf), 1400 Key Boulevard (174,000 sf), 1401 Wilson Boulevard (198,000 sf), 1501 Wilson Boulevard (126,000 sf), 1515 Wilson Boulevard (127,000 sf) and 1701 North Fort Myer Drive (280,000 sf). The properties were built from 1964 to 1970.

In Phase III, four to six years from now, for example, officials would consider consolidating some programs, such as pre-kindergarten, into single buildings. High schools might have flexible school days, a college campus-style arrangement in which students would come and go as their class schedules dictated.

Deloitte Opens New HQ in Virginia

eloitte opened its new headquarters in Rosslyn, Va., which will serve as a hub for Deloitte’s Federal Government Services and the company’s soon-to-be-open Center for Federal Innovation and Center for Cyber Innovation.

Robin Lineberger, principal of Deloitte Consulting LLP and leader of Deloitte Federal Government Services, said the opening of the new base is the final phase in the integration of Deloitte and BearingPoint, a management and technology consulting company Deloitte recently acquired.

Lineberger said “Deloitte was already a leader in the federal marketplace, and the acquisition marked an aggressive expansion into the U.S. federal space, gave us increased market share, strengthened our global position and altered the entire competitive landscape. New York-based Deloitte officially opened its new federal headquarters Thursday at 1919 North Lynn St., in the heart of Arlington's Rosslyn neighborhood. Its BearingPoint acquisition has raised Deloitte's Washington area work force to about 4,000.

"The opening of our new federal headquarters today is the final milestone in the integration of Deloitte and BearingPoint," said principal Robin Lineberger in a statement. "Deloitte was already a leader in the federal marketplace, and the acquisition marked aggressive expansion into the U.S. federal space."

Arlington County Wants More Day Care Centers in Commercial Corridors

A June 2009 paper by Arlington Economic Development recommended development incentives for bonus density to draw child care centers to commercial corridors. The paper identified partnership opportunities to support child care work force development and called for added specificity in the county’s current retail policy to help child care centers fill retail space in commercial corridors such as the Rosslyn-Ballston corridor.

On Dec. 1, 1979, the Washington Metropolitan Area Transit Authority inaugurated Orange Line service along 2.63 miles with four new stations: Court House, Clarendon, Virginia Square-GMU and Ballston. In subsequent years, the line would be extended west to Vienna.

Ex-Kettler Execs Latest to Start Real Estate Venture

Hausler, Blum and Fraser Forbes CEO Rich Samit have formed Insight Property Group LLC, a McLean-based real estate investment company targeting multifamily residential buildings in the $15 million to $20 million range.

They closed on their first acquisition, the $5 million Washington Vista apartments at 1411 Key Blvd., on Nov. 13. It has just 32 units — all occupied — and is in desperate need of the TLC that Insight promises to give the Vista. Insight plans to spend $250,000 for immediate improvements and $330,000 as units turn over.

The new venture’s smaller scale and lower profile suit Hausler and Blum just fine. Real estate is an art form to them, and in this case it’s being drawn on a pixilated canvas. By zooming in close on their recent purchase, they relished spending time with the living, breathing people the bricks and mortar were built to house.

D.C. Vacancy Rates to Hit 15% in 2010

The D.C. area’s 15.5 percent vacancy rate is expected to escalate to 17 percent by the end of 2010.

Northern Virginia’s rate of 16.5 percent is expected to go up slightly to 17.2 percent and in suburban Maryland, its 18.5 percent rate is expected to go up to north of 19 percent, added Sikaitis.

One region that’s fairly tight, he said, is the Rosslyn-Ballston corridor which “outperforms the rest of the region” based on the lack of development activity and tenant demand from D.C. and areas outside the beltway.

Rental rates are expected to keep dropping through the first half of 2010 but will stabilize in the third quarter due to pent-up federal demand soaking up large blocks of vacancy in the market, said JLL.

NEMA-backed Motor Rebate Bill Introduced in Congress

ROSSLYN, VA, Nov. 9, 2009 -- Congresswoman Tammy Baldwin (D-WI) has launched a $700 million motor rebate bill for an energy-efficient motor rebate program advocated by the National Electrical Manufacturers Association (NEMA). This "crush for credit" legislative proposal has been introduced in the House of Representatives as HR 4031.

Similar to a previous legislative proposal, this bill authorizes a federal rebate program for the purchase of NEMA Premium® motors. The newly introduced bill, however, doubles the authorized amount from $350 million to $700 million.

"NEMA and one of its member companies in my district, Regal Beloit, have been valuable resources and allies in crafting legislation that will help create jobs and protect our environment," said Congresswoman Baldwin, a member of the House Energy and Commerce Committee. "Offering incentives to purchase energy-efficient electric motors is a smart way to reach these goals."

Tech-career Jolt of $4.5 Million Bound for Non-Profit

Venture Philanthropy Partners on Monday will announce a $4.5 million grant to the local chapter of a national nonprofit group that prepares young people for technology careers, according to its president.

Year Up, which opened its program in Rosslyn in 2006 with 22 students and works with 144 this year, will use the four-year grant toward its goal of doubling in size by 2013.

With an estimated 33,000 young people in the region who have finished high school but are not in college or employed, there's an urgent need for the effort, said Carol Thompson Cole, Venture Philanthropy's president and chief executive officer. She said Venture Philanthropy was impressed by Year Up's innovative approach.

It’s about 270,000 square feet. This represents an exclamation point on the end of our integration. While we are still working through some human capital integration, back office business practice development and other minor activities, we are physically integrating this core federal business in Rosslyn. As a result of this major move, we are reshaping our footprint and moving other staff in what we call our satellite or project offices around the Washington area.

County officials have wanted to add a new entrance to the Rosslyn Metro station since 2002, when the idea was first added to the capital improvement program. Since then, ridership has been steadily increasing — rising 23 percent in the last decade. Yet unless $15 million worth of stimulus money is awarded, county officials say, ridership growth will create a bottleneck at one of the region’s most important transfer points between Virginia and Washington. A ruling on the application is expected in the next two months for the $15-million grant, which is the most expensive stimulus project that has yet to be determined.

DCMud: Why don’t you tell a little bit about yourself and your role here in the Rosslyn community.

CC: I'm the Executive Director of the Rosslyn BID. I am also Executive Director of our sister organization, Rosslyn Renaissance which was started in 1992 based on a recommendation of the County Board when they approved the Rosslyn Sector Plan. The Rosslyn Sector Plan included two recommendations. One was to create a special zoning district that would encourage developers to redevelop Rosslyn. It was very well-tenanted at the time and developers didn’t have any incentive to redo their buildings. In 1996, the County Board created the C-O-Rosslyn Zoning district, which allowed developers to build up to 300 feet and a ten F.A.R. density, in exchange for a package of community benefits.

POLITICO's Creators Plan New News Web Site for Washington

The creators of Politico plan to do for local news in Washington and its suburbs what they already have done for national politics, announcing on Wednesday that they will build a large, Web-based local news organization from scratch, at a time when traditional news organizations are struggling and shrinking.

Allbritton Communications said its new operation would start with a newsroom of about 50 people — far larger than those of other local news start-ups around the country, though still smaller than the local news staffs of major metropolitan newspapers. The editor will be Jim Brady, the executive editor of washingtonpost.com until early this year, who said his journalists would earn salaries competitive with those at large papers.

Foundation Provides Preparatory Funds for Affordable-Housing Joint Use Project

D.C. Ready for Marine Corps Marathon

Veteran Marine Corps Marathon racers will see two types of new mile markers on the course. Artwork for some of the new markers was designed by students at the Art Institute of Washington, and other markers will be Aarrow sign spinners.

Graham Fenton from Jersey Boys, currently on stage at National Theatre, will perform the National Anthem.

This year, the race is hoping to get a silver level certification from the Council for Responsible Sport, with help from Athletes for a Fit Planet. Judged categories include waste, climate, materials and equipment, community and outreach, and health promotion.

The Rosslyn Business Improvement District, a sponsor of the Marine Corps Marathon Finish Festival, will recycle clothing shed by marathon runners as they reach the finish point. Clothing will be collected by Rosslyn BID Ambassadors, cleaned by a Rosslyn dry cleaner and donated to the Arlington Street People’s Assistance Network. Last year 468 pounds of clothing were donated to help the homeless.

Arlington Partnership for Affordable Housing Gets Citi Foundation Grant

The Arlington Partnership for Affordable Housing landed a $25,000 grant from the Citi Foundation for phase one of it's Queens Court Predevelopment Project.

APAH plans to redevelop the 39-unit affordable apartment complex and add a new school, fire station, park space, at least 100 new affordable units and some market-rate apartments to six acres near the Rosslyn Metro station.

The group will partner with Arlington County Schools, the Arlington Fire Department, the county and Stuart H. Miller Co./BPG Properties.

Rosslyn’s future cultural center was packed Saturday night for a countdown party; it’s set to open on 10.10.10. Award-winning Synetic Theater held its closing show for A Midsummer Night’s Dream at the Spectrum Theatre, part of the complex. Artistic Director Paata Tsikurishvili is flanked by Synetic performers Philip Fletcher (Oberon) and Alex Mills (Puck). Afterward, guests got a sneak peek at its sexy production of Dracula, which opens Friday.

The Dome Theatre was SRO. New Use for Old "Zeum"

No, this is not a planetarium, nor the former Newseum in Rosslyn (though it once was). We snapped this Saturday night of the new Arlington Cultural Center, set to open 10/10/10; and we were there for a party to mark the one year countdown. It’ll house the Washington Shakespeare Company, the Helen Hayes Award winning Synetic Theater, Arlington’s Ellipse Arts Center (relocating from Ballston), and the Artisan Center retail outlet for Virginia craft artists. It will also be available for events and galas.

Among the beautiful people: Rosslyn BID communication director Monique O’Grady, Arlington County Board member Walter Tejada, Rosslyn BID executive director Cecilia Cassidy, County Board member Mary Hynes, and Arlington County Arts Commission chair John Seal. Monday Properties owns the 53k SF building and is lending it rent-free to the County. The design team includes architect Lukmire Partnership and artists Studio 27 and Design Army, and Monday is in the final stage of choosing a general contractor.

Corporate Executive Board buys TowerGroup

Terms of the transaction were not disclosed.

Circulator eyed for Georgetown-to-Rosslyn route

The idea is to allow the Circulator to run to Rosslyn, taking the place of the privately run Georgetown Metro Connection, known as the "blue bus," according to Evans aide Jeff Coudriet.

The blue bus runs vehicles under the same 10-minute schedule and $1 fare as the Circulator. But for both Arlington and the District, the switch from the blue buses to the iconic red of the Circulator would mean a more permanent and government-run solution for a section of town that does not have a Metrorail stop.

Rosslyn-Ballston Corridor: The Right Place at the Wrong Time

The corridor in Arlington that runs from Rosslyn to Ballston received some national attention this week thanks in large part to the health of its real estate market. The New York Times yesterday featured the so-called RB Corridor in an article entitled An Oasis of Stability Amid a Downturn.

The article focuses mostly on the strength of commercial real estate along the corridor, but it also cites healthy activity in the residential market as further evidence of the area’s ability to buck the current economic malaise. Developer Jim Abdo, for example, plans to break ground within a year on a 117-unit luxury condo project across the street from his Wooster and Mercer Lofts (map), which delivered in 2007 and is 95 percent sold.

ARLINGTON, Va. — While many metropolitan markets around the country are enduring steep increases in vacancies in their office and retail sectors, the Rosslyn-Ballston corridor in the Northern Virginia suburbs of Washington is an oasis of stability — and even of prosperity.

Served by five Metro subway stops within four miles, the corridor continues to attract new tenants, buyers and developers in the face of the deepest recession since the Great Depression. “It’s really an anomaly, considering the tough economy we’ve been in since December 2007,” said Sigrid G. Zialcita, managing research director for Cushman & Wakefield, a global real estate services firm.

Backstage: Alex Mills at Synetic, Going to Extremes at Synetic

"He has no bones," says director Paata Tsikurishvili with a kind of wonderment. He is describing the alarmingly loose-jointed actor Alex Mills, who plays a fantastical, gymnastical Puck in Synetic Theater's wordless "A Midsummer Night's Dream."

According to Mills and fellow Synetic actor Dan Istrate -- who'll play the title role in Synetic's "Dracula" (opening Oct. 16) -- it is the blend of extreme physicality and extreme emotion that draws them to work with artistic director Tsikurishvili and his choreographer wife, Irina. "Midsummer," a reprise of the company's spring production at the Kennedy Center, runs through Oct. 10 at the Rosslyn Spectrum.

Monumental: Theodore Roosevelt Island

Scores of people zip past it daily in their cars on the George Washington Parkway, too, or on bike or foot on the Mount Vernon trail–only a single footbridge lets people across from near Rosslyn.

And when you do find and wander onto the island, all you see at first is trees. It’s a bit of a surprise when you come upon the hidden plaza, with a moat, fountains, and a 17’ statue of Teddy Roosevelt towering overhead.

It's About Justice

Four people, devoted to justice for all, met 46 years ago en route to witnessing one of the iconic moments of the 20th century, the March on Washington for Freedom and Jobs that preceded Martin Luther King Jr.’s oft-quoted speech.
They had a dream, all right — a dream to help others, to extend a hand when it was needed, to make their community a better place.
That chance meeting spawned a number of events that led to the creation of the Arlington Partnership for Affordable Housing, now celebrating its 20th year. The organization will host a fundraiser Sept. 16 atop Parc Rosslyn, its newest project, to mark two decades of finding Arlington County residents affordable residences.

Rosslyn Jazz Festival Approaches; Some Roads to Close

With a bill featuring lots of acts that emphasize pop, blues, and Latin influences, a better name for the 19th annual Rosslyn Jazz Festival might be the “Jazzy” festival. But that’s no dis. Baltimore pianist Lafayette Gilchrist and his combo the New Volcanoes play an artsy blend of noisy bleats and unusual rhythms; the Spanish Harlem Orchestra layers big-band brass overtop clave percussion. Headliner Holly Cole is as likely to serenade with Brian Wilson, Joni Mitchell, or Tom Waits ballads as with those of Cole Porter, but the Canadian singer is no stranger to improvisation.

Northern Virginia Theater Groups Playing It Safe This Season

It will take at least $300,000 to outfit and run a theater in what is to be called Arts Space for Everyone.

Signature's Voices Get a Big One

Washington Shakespeare Company Artistic Director Christopher Henley sounds relieved, and with good reason. WSC will have a permanent home in the former Newseum building in Rosslyn. It's official.

"For the first time in years we'll be able to count on being where we are and not have to be guessing about where we're going to be and what we're going to be doing," Henley says.

The Arlington-based company has presented Shakespeare, Beckett, Ibsen, Stoppard and a myriad of other high-end dramatists on a shoestring since 1990. WSC performed for nearly 14 years on a month-to-month lease in the crumbling but capacious Clark Street Playhouse, which since the late 1990s has moldered under the shadow of a developer's bulldozer. A commercial and residential developer, Monument Realty, has long-held, if oft-delayed, plans to build on the county-owned Clark Street site.

Nearly-Done Turnberry Tower Expected to Add Sophistication to Rosslyn

If it’s a famous site in Washington, D.C., it probably can be seen from the penthouse suite of the new 331-foot Turnberry Tower skyscraper in Rosslyn.

All those landmarks - Georgetown, Washington National Cathedral, the Watergate complex, U.S. Capitol, Washington Monument, the Potomac River winding from Great Falls toward Alexandria - are visible through floor-to-ceiling windows offering vertigo-inducing views of traffic below.

The 26-story, 247-unit luxury condominium building is undergoing finishing touches and will be ready for residents to move in starting this fall, said Jim Cohen of Turnberry Ltd.

Turnberry officials selected Arlington for the project because the area is stable and buyers tend to be the end users, not investors, said Jim Cohen, vice president of sales.

Rosslyn to Celebrate Public Art in Arlington

Dark Star Park Day is Saturday in Rosslyn, celebrating the 25th anniversary of the public art park in Arlington County.

The event, which will run from 8:30 a.m. to 2:30 p.m., will include the 9:32 a.m. shadow alignment, the moment of the year when the sun lines up with the posts, massive spheres and shadow shapes on the ground that constitute the park's artwork.

An Early Look at the Rosslyn Cultural Center

As previously reported, the Arlington County Board has approved a plan to turn the former Newseum space into a cultural center. Here is quick rundown of what is to come.

The now-empty space will eventually host a variety of artists and performance groups including the Washington Shakespeare Company, Synetic Theater, and the Ellipse Arts Center. There are currently three theaters in the building: a black box theater, a small movie theater where the county will play documentaries and a 250-seat IMAX-like theater within the iconic Newseum dome.

Beauty in the Eye of the Rosslyn Passerby

Over 10 days in October 2007, a construction site in Rosslyn became home to a rapid-fire re-creation of classic paintings. Now the developer has donated most of the paintings to Rosslyn so they can continue to beautify construction sites.

The paintings were the work of Sidewalk Sam, a Boston-based artist hired by the developer, Turnberry, to re-create 20 classic works at a two-a-day clip. The 5-by-8-foot canvases spent 20 months throughout the Turnberry Tower construction site at Fort Myer Drive and Key Boulevard.

Former Newseum to Become a Cultural Center

Outdoor Gallery Gains from Art Donation

For more than a year and a half, hundreds of thousands of Rosslyn commuters and residents were treated to the gallery of artistic masterpieces lining the Turnberry Tower construction wall along Ft. Myer Drive and Key Boulevard in Rosslyn. Now, with the luxury condominium nearing completion, the giant, 5-by-8 foot reproductions have been removed and the majority of the 20 pieces donated to the Rosslyn BID. The paintings will be the centerpiece of a new outdoor art gallery centrally located at Metro Park, opposite the Rosslyn Metro Station, so that residents and commuters can continue to enjoy the Great Masters Gallery.

Copies of Classic Art Find Home in Rosslyn Park

A collection of reproductions of artistic masterpieces will be the centerpiece of a new outdoor art gallery located near the Rosslyn Metro station.

The artworks had lined the construction site of the Turnberry Tower project on Fort Myer Drive and Key Boulevard during construction of the upscale condominum project. Now, with construction work nearing an end, the 5-foot by 8-foot works have been removed, with a majority of the 20 pieces donated to the Rosslyn Business Improvement District. They will now be displayed at Metro Park.

“We received so much positive feedback about the artwork, and are thrilled the pieces will continue to be part of the Arlington community,” said Jim Cohen, vice president of Turnberry Tower.

Turnberry Tower in Arlington to Open in August

Turnberry Tower, just about the only building in Rosslyn that has continued to rise despite the economic downturn, will open in August.

The 26-story tower, which began construction in 2006 and has been blocking Rosslyn traffic ever since, is half sold with units ranging from the $600,000s to upwards of $4 million. The first residents will move into the shiny blue tower starting in September.

Dreaming of a Rosslyn Renaissance
At the Old Newseum Building, Arlington County Plans Again to Create an Urban Arts Center

Arlington County Manager Ron Carlee knows times are tough. He just got through a bruising budget season in which declining revenue and a general economic slump forced him to recommend cutting more than $20 million in a vast array of services: libraries, music festivals, adult day care, extra police details, nature and art centers and bus routes.

But get him inside the empty shell of what once was the Newseum building in Rossyln -- that dome-shaped, white structure just off Wilson Boulevard that some call ugly and others, more kindly, distinctive -- and his eyes begin to shine. He sees a cafe, people hanging out in comfy chairs, engrossed in their wireless-fed laptops or listening to live music, browsing uniquely made arts and crafts for sale or buying a ticket to any performance in the area; he sees a long, low bar in front of a bank of floor-to-ceiling windows overlooking the urban scene serving the latest cocktails, with garage bands, intimate and avant-garde theater performances, independent film showings, gallery shows, catered parties on the rooftop terrace, a ballroom, corporate meetings during the day and stand-up comedy or poetry readings at night.

Now, back to the huge new deal for Rosslyn. We snapped this of its spokespeople last night as we cruised past their territory: Monday Properties’ director of leasing John Wharton, JBG’s Andy Van Horn, Arlington County Director of Cultural Affairs Norma Kaplan, Rosslyn BID executive director Cecelia Cassidy, and Monday Chief Investment Officer Tim Helmig. Deloitte takes Corporate Executive Board Space

Deloitte LLP has subleased nearly 172,000 square feet from the Corporate Executive Board Co.’s Rosslyn headquarters, according to a securities filing filed Tuesday.

Prior to the subleasing arrangement, Corporate Executive Board (NASDAQ: EXBD) leased 625,000 square feet at the Waterview building at 1919 North Lynn St., which was developed by The JBG Cos.

Citing both economic pressure and a new “integrated account management model,” the Corporate Executive Board’s filing said it plans to move sales and service staff closer to its members. Corporate Executive Board does consulting and research work for a broad network of Fortune 500 executives.

Three Deals Take Rosslyn Office to 97% Occupancy

ROSSLYN, VA-Monday Properties is steadily filling the vacancies at 1101 Wilson Blvd.--a 24-story, 312,763-square-foot office here. The latest leases include an expansion by the General Services Administration by 11,000 square feet; originally GSA occupied 20,000 square feet here, a deal signed earlier this year.

In a separate transaction, GSA renewed 4,000 square feet. The third deal was inked by the Reporters Committee for the Freedom of Press, in which the association renewed their 5,000 square feet. Charles Dilks and Kurt Stout from Grubb & Ellis Co. represented Monday Properties for the GSA leases. Both renewals and expansion were managed internally at Monday Properties by John Wharton and Rob Bowman.

More Culture Coming to Rosslyn

Arlington County is moving forward with its plan to turn the old Newseum site in Rosslyn into a cultural center. That’s good news for Monday Properties, which owns the 54k SF of space that the county leased at 1101 Wilson. It’s also great news for the Rosslyn BID, which has been building up amenities for residents. “A cultural center will be a fabulous one,” BID director Cecilia Cassidy tells us from the front of the old site’s dome yesterday. It’ll house a theater, a Busboys and Poets, craft shop and art gallery.  

Same dome, same day, different angle: this was taken from a conference room in 1200 Wilson. Amenities like the cultural center are important as more developers consider new residential build outs. Cecilia says several projects with housing components have been approved recently, including JBG’s Central Place and Rosslyn Commons projects. JBG’s also getting read to submit a proposal to county staff for its Rosslyn Gateway project – a mixed use development that will have housing. Also Vornado/Charles E. Smith is expected to submit a proposal for the redevelopment of the 2M SF Rosslyn Plaza that will also have housing.

Arlington County to move forward with Rosslyn Cultural Center in Newseum space

Arlington County Manager Ron Carlee has decided to forge ahead with plans to turn the former Newseum space in Rosslyn into a cultural center, saying the county can afford the $5.6 million cost.

A year ago the county had signed a temporary lease for nearly 54,000 square feet with Monday Properties Inc., which owns the space at 1101 Wilson Blvd., while it investigated the proposal. Carlee had said he wouldn’t move forward if the plan would cost too much, but he now says it is financially sound.

The county would invest $5.6 million in the project with the hope of drawing exhibits and foot traffic to the space that has stood virtually empty since the Newseum closed in 2002. The Rosslyn Business Improvement District will kick in $1.1 million to build out the new space with two performing arts spaces, an exhibition gallery, a ballroom, a restaurant and retail space. The BID will also contribute $300,000 a year for operating costs at the center, which would be open 12 hours a day, seven days a week.

Carlee will make his recommendation to the county board June 13. The board will then schedule a public hearing and is expected to make a final decision on July 11.

WASHINGTON, D.C. - The words "cheap" and "organic" don't usually go in the same sentence, but there are ways to cut down on the cost of organic foods.

The produce stands at the Rosslyn Farmers' Market are always a popular stop. Mike Wolfson bought a full bag of greens for a few bucks from the Penn Farms stand.

"It supports the local farmers, the local community, and it's good food, healthy food", said Wolfson, as he shopped on his lunch hour.

Buying locally cuts down on the distribution, warehouse and advertising costs that come with supermarket goods. Buying fruits and vegetables that are in season means savings, too.

Cheryl Anderson, perusing the tomatoes, onions and peppers, agrees.

"From what you pay in a grocery store to what you pay here, no comparison," said Anderson.

Synetic Theater's New Season

Synetic Theater will bring back its 2005 Dracula (Sept. 25-Nov. 15 at the Rosslyn Spectrum). Instead of reprising the title role, Artistic Director Paata Tsikurishvili, who has of late stuck to directing, producing and teaching, has tapped Dan Istrate, who hails from Transylvania (in Romania), with the accent to prove it. He played Mephistopheles in Synetic's "Faust." Ben Cunis, who was Romeo in the troupe's "Romeo and Juliet," will play Van Helsing. Tsikurishvili will direct and his wife, Irina, will choreograph. The script, based on Bram Stoker's novel, is by Jonathan Leveck.

"Screen on the Green is not really about the movie," says District resident Tony Altimore, 30, who tipped the news to local blogs after talking yesterday to the National Park Service. "The fun is the whole picnic on the National Mall. The sun goes down behind the Washington Monument and the Capitol building is lit up. It's the atmosphere. I don't know that I get that outside a shopping mall in Crystal City."

Outdoor cinema series have grown like weeds in the suburbs. Rosslyn is running movies from the '80s every Friday through September at Gateway Park near the Key Bridge.

We Love Arts: Saffron Dance

This past Sunday when I arrived for my Oriental bellydance class at Saffron Dance in Clarendon, the studio was a frenzied hive of activity. Costumes fluttering, dancers rehearsing in every available space, everyone giving their all in that wonderful energy that takes over the week before performances. Every glimpse I catch inspires me to try harder in class so that one day I might be able to shimmy around a stage. But until then, I’m content with enjoying not one but two performances this weekend at Rosslyn Spectrum - and I highly encourage you to do the same.

First up, Saffron Dance Company performs “Shimmy” on Saturday May 16 at 8pm, highlighting classical Egyptian inspired bellydance as part of the Planet Arlington World Music Festival. What makes this performance really exciting is that they will be accompanied by live music. Moroccan vocalist Hatim Idar (whom I’m told is rockstar incredible) and the El Anmari Ensemble will perform original musical compositions on traditional Arabic instruments including the oud, nay, qanum, violin, tabla, riq and frame drum. It’s a rare treat to be able to watch the interplay between dancer and musician, and will no doubt make for a captivating evening. Tickets are $25.

Say Cheese: Obama Lunch Turns Juicy Eat-and-Greet

President Barack Obama and Vice President Joe Biden arrived via motorcade to lunch at Rosslyn hot spot Ray's Hell Burger at 1713 Wilson Blvd.

Their standing weekly lunch is served by butlers on the finest china in a private White House dining room. President Obama and Vice President Biden sit at opposite ends of a polished mahogany table, a golden chandelier hanging overhead and a cerebral John Quincy Adams staring down at them from a portrait.

Yesterday, however, Barack and Joe wanted to show they're still in touch with the people -- and what better way than waiting in line for a big juicy burger. An aide knew just the spot. So at 12:26 p.m., they hopped in their motorcade, zoomed across the Potomac River into Virginia, and pulled up outside 1713 Wilson Blvd. The popular joint in a plain Arlington strip mall has no sign, but neighbors know it as the home of Ray's Hell Burger, and the spot is beloved as much for its premium aged 10-ounce hamburgers as for its bare-bones decor.

Obama Biden Share Burgers

ARLINGTON, Va. — A group of about 100 people lined up at the corner of Quinn and Wilson Blvd., across the street from the small strip mall that is home to Ray's Hell Burger.

The man they were waiting to see emerged at 1:06 p.m. after dining with Vice President Joe Biden and won cheers from those in the crowd that could see him. Wearing white shirt-sleeves, President Barack Obama stood up on what appeared to be a car and waved.

The crowd cheered and clapped loudly and one person called for a speech.

But Obama was in his limo, and the motorcade was moving at 1:08 p.m.

Michael Landrum, the burger joint’s owner, was ecstatic after the visit, calling it "one of the greatest days of my life."

"I guess he was missing some good food from Chicago," Landrum quipped.

1100 Wilson Blvd. Signs New Tenant

Corporacion Interamericana para el Financiamento de Infraestructura – better known as CIFI – signed for 5,300 square feet on the 29th floor of 1100 Wilson Blvd.

Verve Health & Fitness, an existing tenant, signed an expansion lease at the building and took 7,400 square feet for the next 10 years.

If he likes '80s movies and Georgetown, I am guessing he has some affinity for that Brat Pack-alicious Joel Schumacher movie. So maybe take him to the Tombs (the bar that inspired the St. Elmo's in the movie) and a couple of other Georgetown bars, then, if you do this on a Friday night, pop over to Rosslyn for their "I Love the '80s" film series? They are showing '80s movies outdoors at Gateway Park every Friday night all summer, starting tomorrow with "Goonies."

Cultural Center Proposal Wins Over Most Civic Federation Delegates

Backers of the proposal to create a countywide cultural center in Rosslyn won a big tactical victory April 7, as delegates to the Arlington County Civic Federation decisively rejected a resolution calling on the county government to abandon the project.

But, due to parliamentary maneuvering, supporters of the center will have to wait at least a month before the organization will consider any resolution in support of the center.

The spirited debate could be a precursor to discussions when the County Board takes up the proposal, which could come as early as this month. And which side of the issue speakers came down on generally depended on where they placed the arts on the list of county government priorities.

“It’s not just for the now, but for future generations,” said Michele Milden, president of the Arlington branch of the American Association of University Women, which supports the cultural center.

Synetic's "Lysistrata" at the Rosslyn Spectrum (thru April 26)

From the beginning, Synetic Theater has always made the purely physical aspects of theater (movement, dance, mime, athleticism) the cornerstone of their visual style. Which is why it’s so surprising that their current production, an adaptation of Aristophanes’ Lysistrata, is the first time they’ve tackled a genre that would seem to be a logical extension of all that physicality: slapstick comedy.

The broad approach perfectly matches the familiar story about a province’s female population who, at the urging of militant feminist Lysistrata (Deidra Lawan Starnes), present their men with the following ultimatum: either end the war that has been raging for years or no more, well, hanky panky. The men go through the predictable range of reactions: disbelief and ridicule, followed by anger when it becomes clear the women are serious, and, finally, pathetic frustration and neediness.

BAE Expands in Rosslyn

BAE Systems Land & Armaments has inked a 10-year lease for 18,000 square feet at 1101 Wilson Blvd., boosting its presence in the Rosslyn tower to 54,000 square feet.

The U.S. subsidiary of the U.K.-based aerospace and defense company recently moved into 36,000 square feet on the 20th and 21st floors. Its most recent lease is for space on the 19th floor.

Monday Properties leasing execs Rob Bowman and John Wharton are bringing occupancy ever higher in their local 4M SF portfolio. 1100 Wilson is now at 99%, John tells us. We asked him about the rumor that a recent lease hit $60 SF — a rare event in Rosslyn. He wouldn't confirm but did say the building's panoramic view is a big selling point. John deserves props for letting us snap him and Rob on the 31-story roof even though he doesn't like heights.

'Person of Vision' Awards Highlight Salute to Women's History

The annual Person of Vision Awards program on March 10 focused not simply on three lifetimes’ worth of community involvement and achievement, but on successes yet to be won.

“It’s an exciting time - we’re on the move again, but there’s lots of work to do,” said Eleanor Smeal, former president of the National Association for Women and now president of the Arlington-based Feminist Majority Foundation, who was the guest speaker at the annual Women’s History Month program hosted by the Arlington County Commission on the Status of Women.

“So often, women are encouraged not to be leaders - most of the gains in the women’s movement came because doors were closed and women decided they were going to open them,” Smeal said. “One of the key things about leadership is role models. The people here getting awards are role models.”

Receiving the annual Person of Vision Awards were Cecilia Cassidy, Eileen Russell Melia and Tara Miles.

Trio Named to Receive Commission's 'Person of Vision' Awards

Three Arlingtonians have been selected to receive 2009 “Person of Vision” awards from the Commission on the Status of Women. Cecilia Cassidy, Eileen Russell Melia and Tara Miles will receive the awards during a dinner March 10 honoring Women’s History Month.

Cassidy is executive director of Rosslyn Renaissance and the Rosslyn Business Improvement District. Melia is a registered nurse and community activist. Miles is director of the BizLaunch initiative of Arlington Economic Development.
