The Rosslyn Business Improvement District (BID) provides services to enhance, grow and maintain the district through a public/private partnership with Arlington County (legally incorporated as the Rosslyn Business Improvement Corporation, a 501(c)(6) nonprofit organization). The BID's primary source of income is derived from property tax assessment revenue collected by Arlington County from property owners within its boundaries.
From 2010-2015, the BID’s property assessments increased from $3.7B to $4.6B, representing a 24% increase over the 5-year period. The BID assessment tax rate of $0.078 per $100 of assessed value for FY16 remained unchanged from the previous fiscal year.
